A market that's already opening up

California ADU permits are up sharply since 2016, with San Diego and LA County among the fastest-moving jurisdictions in the country. That growth isn't a bet Qullqa is making -- it's the direct result of recent state legislation (AB 68, AB 1033, AB 976, SB 1211, AB 1332, SB 9) that loosened permitting and ownership rules faster than most homeowners, or the software built for them, have caught up with.

Qullqa's bet is that the tooling hasn't kept pace with the policy -- homeowners can build an ADU today with far less friction than five years ago, but still have no single place to go from "what can I build here" to "who builds it."
